Overview
Public service commission department is the one responsible for handling all the services rendered to the public like lease, apostles, municipals, examinations, students and etc. So when Chhattisgarh Govt. decided to have this department building, the question was how to create a building that has a visual impact as well as the functional impact. The aim was to amalgamate the various functional complexities into the architecture and make the building perform like any other corporate office building.
Public Service Commission building, a public building in Naya Raipur area is a structure responding to climate, context, footfall, and internal environment creation.
Concept
The concept was to have a single standing facade building which reflects the power and prestige of the public service commission. And with this upcoming department in Chhattisgarh state, which itself is a booming state in India, the challenge was what characters to be created in the building and how to bifurcate the various functions and their heads in a way that the building still functions like one.
The concept was derived out of these basic native issues related to function and its aesthetic features. The expandability was another aspect which was given importance while designing the building.
Design
The architecture was laid out as a single long building in length placed at an angle from the center on both sides. The central area became the main core and the east & west sides became the wings which house the functions. The wings themselves have their own cores which acted like internal core as well as disaster prevention management systems. The width was defined as understanding the daylight factor as well as its convertibility from an open system to a cabin system. Various permutations were done in the bays to make the same versatile in function. It was populated with cabins, offices, restrooms, open working spaces. So the emphasis was given to the bay sizing and how the shafts were placed and designed in a manner that can be interchanged within them.
The same was reflected in the facade. The front side was developed into the imperial character with long standing columns over a firm podium on the ground floor. The facade handled a lot of shadow play because of the orientation it had. The plumbing shafts and other services were designed to add a hidden value to the facade.
It is functionally designed using blocks, floor stacking, and user flow. The central area is developed as a peaceful place with trees and seating proving a quality breakout space.
Examinations attract a lot of footfall in busy hours and the building specifically responds towards this aspect by providing exam friendly facilities and flexibility. Possibility to attach toilets, internal lift core, a separate secretariat, and separate entrances for different kind of visitors makes the user flow very convenient.
